Meeting of Syrian opposition leaders begins in Istanbul

ISTANBUL - Syrian opposition leaders Thursday began their three-day meeting in this Turkish capital city to decide on their participation in talks aimed at end the civil war in the country.

As the meeting began in Istanbul a prominent Syrian figure in the opposition proposed a transition plan for the country that requires President Bashar al-Assad to hand over power to a senior aide and leave the country with 500 supporters.

Moaz al-Khatib, the outgoing head of the main opposition Syrian National Coalition, published the plan on his Facebook page before he met with other coalition members in Istanbul.

Khatib was elected head of the National Coalition in November 2012 but is shortly to step down, having resigned in March.

It is highly unlikely that Assad would consider or ignore the 16-point peace plan proposed by Khatib, particularly given the recent military gains by his forces against rebels.

As per the plan, the Syrian president would have 20 days to accept the offer, under the terms of the initiative, which would then allow Assad a further month to hand over power.

The Sunni Muslim cleric's plan has suggested that Assad should handover power to Prime Minister Wael al-Halki or Vice-President Farouq al-Shara, a veteran politician who has kept a low profile since the revolt began in March 2011, prompting opposition claims last year that he planned to defect. ...
